1. Cut off the tops of the peppers and remove seeds.
2. Cook rice (best to par cook the rice only half way)
3. In a skillet brown the beef, onion and celery. Add cumin, chili powder, salt and pepper
4. Spoon the mixture into the topped peppers
5. Place in a 13-in. x 9-in. baking dish coated with cooking spray. Add 1/4 cup water to dish. Cover and bake at 350° for 45-50 minutes
